The NECP tracker is a tool that assesses where Member States stand

  • in terms of ambition, by comparing the EU 2030 national climate targets and energy benchmarks with the latest available NECPs targets and trajectories fro 2030. For each of the countries covered, the tool looks into overall and sectoral greenhouse gas emissions reduction pathways and some energy transition indicators.

In other words, the tool shows where Member States really stand, what they have promised and how far they are from the minimum EU requirements. By doing so, it provides key information to identify gaps in ambition and implementation of national climate action.

Key findings

  • The October 2024 update of the NECP tracker revelas that:

    • Despite some improvements, the current level of Ambição das mais recentes atualizações de NECP disponíveis são Insuficiente não apenas para alinhar com os compromissos do contrato de Paris, mas também || 309 to reach the EU 2030 climate and energy objectives, which would be in breach of the European Climate Law.
    • The implementation of the old 2019 NECPs is lagging behind. All Member States assessed in the tracker seem to show some worrying trends and gaps in keeping up to their pledges.
    • NECPs present varying but overall poor transparency and quality of data, which hinders the plans’ credibility as well as access to information.
